Ancak bu ba\u015far\u0131l\u0131 tabloyu de\u011ferlendirirken, i\u015fg\u00fcc\u00fc piyasas\u0131n\u0131n y\u00fczeydeki b\u00fcy\u00fcmenin ard\u0131ndaki derin yap\u0131sal sorunlar\u0131n\u0131 unutmamak gerekiyor. \u00c7\u00fcnk\u00fc sadece say\u0131sal art\u0131\u015flar de\u011fil, yerle\u015ftirilen i\u015flerin niteli\u011fi ve s\u00fcrd\u00fcr\u00fclebilirli\u011fi de \u00f6nemli.  <\/p>\n<p>\u0130\u015eKUR\u2019un sundu\u011fu veriler, i\u015f arayanlar ve i\u015fverenler aras\u0131ndaki k\u00f6pr\u00fc g\u00f6revini etkin bir \u015fekilde s\u00fcrd\u00fcrd\u00fc\u011f\u00fcn\u00fc g\u00f6steriyor. 437 bini a\u015fan yerle\u015ftirme say\u0131s\u0131, T\u00fcrkiye\u2019nin gen\u00e7 n\u00fcfusunda i\u015fg\u00fcc\u00fcne kat\u0131l\u0131m oranlar\u0131n\u0131n artt\u0131\u011f\u0131na i\u015faret ediyor. Bu da istihdam politikalar\u0131n\u0131n, \u00f6zellikle gen\u00e7ler ve kad\u0131nlar i\u00e7in olu\u015fturulan te\u015fviklerin sonu\u00e7 verdi\u011fini g\u00f6steren somut bir ba\u015far\u0131 olarak kayda ge\u00e7iyor. \u00d6te yandan, bu art\u0131\u015f\u0131n sadece nicelikle s\u0131n\u0131rl\u0131 kalmamas\u0131 gerekti\u011fi, daha kaliteli i\u015f f\u0131rsatlar\u0131n\u0131n yarat\u0131lmas\u0131 gereklili\u011fi de a\u00e7\u0131k bir g\u00fcndem maddesi.  <\/p>\n<p>\u00c7al\u0131\u015fma Bakan\u0131 Vedat I\u015f\u0131khan\u2019\u0131n a\u00e7\u0131klamalar\u0131na g\u00f6re, \u0130\u015eKUR\u2019un yapt\u0131\u011f\u0131 yerle\u015ftirmeler sadece kamu sekt\u00f6r\u00fcnde de\u011fil, \u00f6zel sekt\u00f6rde de belirgin bir art\u0131\u015fa i\u015faret ediyor. \u00d6zel sekt\u00f6r\u00fcn istihdam kapasitesinin geni\u015flemesi, ekonominin genel seyrine dair umutlar\u0131 canl\u0131 tutuyor. Ancak sekt\u00f6rel bazda da\u011f\u0131l\u0131m\u0131n dengeli olup olmad\u0131\u011f\u0131, b\u00f6lge ve meslek gruplar\u0131na g\u00f6re f\u0131rsatlar\u0131n e\u015fit da\u011f\u0131l\u0131p da\u011f\u0131lmad\u0131\u011f\u0131 sorular\u0131 h\u00e2l\u00e2 net de\u011fil. Bu nedenle, verilerin derinlemesine analizi \u00f6nem kazan\u0131yor.  <\/p>\n<p>T\u00fcrkiye\u2019de istihdam\u0131n b\u00fcy\u00fcmesinde kad\u0131n i\u015fg\u00fcc\u00fcn\u00fcn art\u0131\u015f\u0131 \u00f6zellikle dikkat \u00e7ekiyor. I\u015f\u0131khan, \u00f6zellikle kad\u0131n ve gen\u00e7lerin \u00e7al\u0131\u015fma hayat\u0131na kat\u0131l\u0131m\u0131n\u0131 art\u0131rmak amac\u0131yla geli\u015ftirilen politikalar\u0131n olumlu sonu\u00e7lar\u0131n\u0131 belirtti. Kad\u0131n istihdam\u0131nda ya\u015fanan y\u00fckseli\u015f, toplumsal cinsiyet e\u015fitli\u011fi a\u00e7\u0131s\u0131ndan olumlu bir geli\u015fme olmakla beraber, i\u015fin niteli\u011fi ve i\u015f yerinde sa\u011flanan ko\u015fullar\u0131n iyile\u015ftirilmesi konusunda daha fazla \u00e7al\u0131\u015fmaya ihtiya\u00e7 oldu\u011fu g\u00f6z ard\u0131 edilmemeli. Kad\u0131nlar\u0131n \u00e7al\u0131\u015fma alanlar\u0131nda kar\u015f\u0131la\u015ft\u0131\u011f\u0131 zorluklar ve ayr\u0131mc\u0131l\u0131k, hen\u00fcz iyile\u015fme s\u00fcrecinin tam oturmad\u0131\u011f\u0131n\u0131 g\u00f6steriyor.  <\/p>\n<p>\u0130\u015eKUR\u2019un i\u015f bulma hizmetleri sadece i\u015fveren ile \u00e7al\u0131\u015fan\u0131 bir araya getirmekle kalm\u0131yor, ayn\u0131 zamanda mesleki e\u011fitim ve beceri geli\u015ftirme programlar\u0131yla da i\u015fg\u00fcc\u00fcn\u00fcn niteliklerini y\u00fckseltmeyi hedefliyor. Bu strateji, i\u015fg\u00fcc\u00fc piyasas\u0131nda olu\u015fan yeni beceri ihtiya\u00e7lar\u0131n\u0131 kar\u015f\u0131lamada Ba\u015fkanl\u0131\u011f\u0131n vazge\u00e7ilmez bir kurum haline gelmesini sa\u011fl\u0131yor. Pandemi, dijital d\u00f6n\u00fc\u015f\u00fcm ve yeni teknolojiler \u0131\u015f\u0131\u011f\u0131nda mesleklerin evrilmesi g\u00f6z \u00f6n\u00fcne al\u0131nd\u0131\u011f\u0131nda, \u0130\u015eKUR\u2019un bu adaptasyon s\u00fcrecindeki rol\u00fc kritik.  <\/p>\n<p>Bir di\u011fer \u00f6nemli nokta ise, T\u00fcrkiye\u2019nin b\u00f6lgesel i\u015fg\u00fcc\u00fc dengesizliklerini azaltmak i\u00e7in yapt\u0131\u011f\u0131 \u00e7al\u0131\u015fmalar. \u00d6zellikle Do\u011fu ve G\u00fcneydo\u011fu Anadolu b\u00f6lgelerinde i\u015fsizlik oranlar\u0131n\u0131n y\u00fcksek seyretmesi, yerel kalk\u0131nma planlar\u0131n\u0131n \u00f6nemini ortaya koyuyor. Bakanl\u0131k, \u0130\u015eKUR arac\u0131l\u0131\u011f\u0131yla bu b\u00f6lgelerde \u00f6zel projeler y\u00fcr\u00fct\u00fcyor ve gen\u00e7leri, kad\u0131nlar\u0131 daha aktif i\u015fg\u00fcc\u00fc kat\u0131l\u0131mc\u0131lar\u0131 haline getirmeyi ama\u00e7l\u0131yor. B\u00f6lgesel geli\u015fme politikalar\u0131n\u0131n ba\u015far\u0131s\u0131n\u0131 \u00f6l\u00e7mek i\u00e7in ise \u00f6n\u00fcm\u00fczdeki d\u00f6nemlerde daha kapsaml\u0131 raporlara ihtiya\u00e7 var.  <\/p>\n<p>\u0130\u015eKUR\u2019un verilerindeki bu y\u00fckseli\u015f, gen\u00e7 n\u00fcfusun i\u015fsizli\u011finin \u00f6n\u00fcne ge\u00e7ilmesi a\u00e7\u0131s\u0131ndan olduk\u00e7a k\u0131ymetli. Gen\u00e7 i\u015fsizli\u011fin T\u00fcrkiye\u2019de uzun s\u00fcredir kronik bir sorun oldu\u011fu g\u00f6z \u00f6n\u00fcne al\u0131nd\u0131\u011f\u0131nda, bu geli\u015fmeler umut verici. Ancak gen\u00e7lerin daha nitelikli ve uzun vadede s\u00fcrd\u00fcr\u00fclebilir kariyer olanaklar\u0131na sahip olmas\u0131 i\u00e7in i\u015f bulman\u0131n \u00f6tesinde, kaliteli e\u011fitim ve mesleki rehberlik \u00e7al\u0131\u015fmalar\u0131n\u0131n da desteklenmesi gerekiyor. Aksi halde, k\u0131sa s\u00fcrede ger\u00e7ekle\u015ftirilen bu istihdam art\u0131\u015flar\u0131 orta vadede i\u015f g\u00fcc\u00fc niteli\u011fi a\u00e7\u0131s\u0131ndan s\u0131n\u0131rlay\u0131c\u0131 olabilir.  <\/p>\n<p>\u00d6te yandan, global ekonomik dalgalanmalar ve enflasyonist bask\u0131lar, i\u015fg\u00fcc\u00fc piyasas\u0131nda da belirsizlik yarat\u0131yor. T\u00fcrkiye \u0130\u015f Kurumu\u2019nun sa\u011flad\u0131\u011f\u0131 i\u015f bulma hizmetleri h\u00fck\u00fcmetin istihdam\u0131 destekleyici tedbirler almas\u0131 a\u00e7\u0131s\u0131ndan kritik \u00f6nemde. Ancak i\u015fverenlerin artan maliyetler kar\u015f\u0131s\u0131nda istihdam\u0131 s\u00fcrd\u00fcr\u00fclebilir k\u0131lmakta zorlanmas\u0131, h\u00fck\u00fcmetin bu alandaki m\u00fcdahalelerinin \u00e7e\u015fitlendirilmesini gerektiriyor. Vergi indirimlerinden, i\u015fg\u00fcc\u00fc destek paketlerine kadar farkl\u0131 y\u00f6ntemlerle darbo\u011fazlar\u0131n a\u015f\u0131lmas\u0131 gerekiyor.  <\/p>\n<p>Sosyal g\u00fcvenlik cephesinde ise emeklilik ya\u015f\u0131n\u0131n ve prim \u00f6deme \u015fartlar\u0131n\u0131n i\u015fg\u00fcc\u00fc piyasas\u0131na etkisi tart\u0131\u015fmalar\u0131 s\u00fcr\u00fcyor. \u00c7al\u0131\u015fma Bakan\u0131 I\u015f\u0131khan, istihdam\u0131n niteli\u011fini art\u0131rman\u0131n yan\u0131 s\u0131ra, sosyal g\u00fcvenlik sisteminin de bu s\u00fcre\u00e7le uyumlu hale getirilmesinin \u00f6nemine vurgu yapt\u0131. \u00c7\u00fcnk\u00fc i\u015f g\u00fcvencesi ve sosyal haklar, \u00e7al\u0131\u015fanlar\u0131n motivasyonunu ve verimlili\u011fini do\u011frudan etkileyen \u00f6nemli fakt\u00f6rler. Kay\u0131t d\u0131\u015f\u0131l\u0131\u011f\u0131n y\u00fcksek oldu\u011fu sekt\u00f6rlerde istihdam artarken, sosyal g\u00fcvenlik sisteminin kapsam\u0131n\u0131n geni\u015fletilmesi hem \u00e7al\u0131\u015fanlar\u0131n hem de devletin sosyal maliyetlerini azalt\u0131yor. \u0130\u015eKUR\u2019un koordinasyonunda y\u00fcr\u00fct\u00fclen \u00e7al\u0131\u015fmalarla kay\u0131t d\u0131\u015f\u0131 istihdam\u0131n azalt\u0131lmas\u0131 hedefleniyor. Ancak bu m\u00fccadelede i\u015fveren taraf\u0131n\u0131n bilin\u00e7lendirilmesi ve te\u015fvik edilmesi kritik bir unsur.  <\/p>\n<p>Ekonomi edit\u00f6rleri olarak de\u011ferlendirdi\u011fimizde, \u0130\u015eKUR\u2019un bu d\u00f6nemde kaydetti\u011fi performans gelecek ad\u0131na umut veriyor.
